Emily oversees the Division of Housing Opportunity & the Division of Tenant & Owner Resources, both of which connect people to housing they can afford through housing lotteries, homeless placements, and administering Section 8 and other rental subsidies. Key priorities are the reduction of administrative burden throughout these processes, prioritizing and expediting housing placements for homeless households, and improving transparency and efficiency for the Section 8 program at HPD. Emily started at HPD in 2012, in the Division of Strategic Planning and previously worked at NYU’s Furman Center for Real Estate & Urban Policy. Emily received her undergraduate degree from Harvard University and a Master’s in Urban Planning from the Robert F. Wagner School of Public Service at New York University.
